Nicola is a specialist marine and environmental law barrister. She advises on public and regulatory law such as judicial reviews, public inquiries and a wide range of regulatory matters, specialising in issues relating to the marine environment, including licensing, planning, regulation and enforcement, and conservation.
Recently Nicola has provided legal advice on international marine and environmental matters as Marine Crown Counsel in the Attorney General's Chambers of St Helena, Ascension and Tristan da Cunha (British Overseas Territories), advising on:
maritime jurisdictional zones, finalising the islands' EEZ claims at the UN;
ship registry and compliance with the IMO Implementation of IMO Instruments Code (III Code);
Ascension's 2019 Marine Protected Area (MPA) designation and management;
fisheries policy and legislation;
biosecurity legislation; and
obligations under international treaties such as the International Commission for the Conservation of Atlantic Tunas (ICCAT),
Nicola has advised conservation charities, local authorities, national ombudsman services, executive agencies and non-departmental public bodies in relation to judicial review challenges and public inquiries.
She has advised harbour authorities, coastal developers, marina operators, charities, local interest groups and other marine users on marine planning, regulatory and licensing issues, environmental protection, fisheries quota management, maritime safety, pilotage advice, harbour orders and other public law issues.
She is widely published and currently provides the specialist expertise on marine planning, marine licensing and marine environmental law for other lawyers as a Planning Law Expert and Environment Expert on LexisNexis UK's professional LexisPSL service.
